When do I need a SWPPP in Texas?

Many construction and operator activities in Texas require a SWPPP under TPDES rules administered by TCEQ. Requirements vary by project type, disturbed area, and operator role—if you’re unsure, we can help determine what applies.

What is the difference between TPDES and NPDES?

NPDES is the federal stormwater permitting framework. TPDES is Texas’s state-administered program (through TCEQ) that implements those requirements for regulated activities in Texas.

What are NOIs, NOTs, and NOCs?

These are common permit-related notices that may be required depending on your project and operator role: NOI (Notice of Intent), NOT (Notice of Termination), and NOC (Notice of Change). We help clients understand what’s needed and prepare the related documentation as part of a turn-key approach.

How often are stormwater inspections required?

Inspection frequency depends on the permit requirements and sometimes local city/MS4 ordinances. Many projects require routine inspections plus inspections after qualifying rain events. Stormcon performs weekly inspections and provides electronic reporting.

What is an MS4 and why does it matter?

An MS4 (Municipal Separate Storm Sewer System) is a city or local jurisdiction responsible for stormwater programs and ordinances. MS4 requirements can affect inspection expectations and documentation, so staying aligned with local rules helps reduce surprises.

Do you use paper reports or electronic inspections?

We provide inspection reports electronically and can support digital inspection workflows (including client-preferred systems). Our goal is to deliver clear, usable reporting that helps teams address deficiencies quickly.

Turn-key SWPPPs

Stormcon develops SWPPPs based on the operator’s activities and erosion control plans. This approach helps minimize risk of exposing our clients to additional costs of BMPs they did not plan for and lowers risk of specifically defining our client’s role on site. Franchise Utility SWPPPs follow the TPDES guild lines.

INSPECTIONS

Inspections + Reporting

Texas requirements allow for routine inspections bi-weekly and after qualifying rain events, or once every 7 days. Stormcon performs weekly inspections (once every 7 days) and sends reports electronically. We use StromPro Max to manage the inspection report send it electronically to the client. If a client prefers their own software, we work with their software solutions after proper training.

Rain event inspections can be required by city ordinances. Stormcon maintains relationships with MS4s to stay current on ordinance changes and help keep communication open between clients and MS4s.

On the first inspection, a Stormcon inspector will deliver and post all necessary postings.
